Recognizing that businesses affected by the slowdown in the economy are experiencing cash flow problems, the State undertakes under the plan to revive the economy, accelerate the repayment of its debts, the economic actors. It is essentially the VAT credit, the research tax credit of excess payments of corporation tax (IS), the reports back from deficits of IS, and liabilities of the State towards suppliers in the defense sector.

It is stated that "these amounts will be paid at a time when access to corporate financing is made more difficult by the financial crisis. The cash resources are therefore of particular importance because the money is repaid in advance may be one that allows an investment or avoid bankruptcy of the company. These measures are neutral for public finances in the medium term ".

For beneficiaries of the research tax credit:

Companies that receive a tax credit because of their investment in research and that can not be charged to their benefit because it is too low or nonexistent, are being repaid with a lag of 3 years (except for young innovative enterprises and gazelles).

The reform provides that the research tax credit due to prior years, will be fully restored early 2009, which represents 3.8 billion euros. The reimbursement must primarily concern the enterprises or beneficiaries who have low research activity. Specifically, it will benefit nearly 5,000 companies, over 90% of SMEs, belonging to service sectors and industry.
